Combined-Cycle Power Plant
Salem, MA
Program Manager for $1 billion 674-MW combined-cycle power plant including two one-on-one GE 7FA.05 gas turbines and GE A14 steam turbines, switchyard expansion, 1.2-mile natural gas pipeline, and LEED Platinum certifiable administration building. Performed among other tasks oversight of EPC Contractors, contracts administration, claims management, design review management, outreach, and permit monitoring.
NorthStar Transload Terminal
East Fairview, ND
Owner’s Technical, Risk, and Contract Advisor pre-FID. Contracts and Engineering Management during execution of 400-acre crude-to-rail facility atop Bakken Shale play: 12-truck unloading facility, five 105,000 BBL storage tanks, 77,000 feet of tracks, state-of-the-art enclosed loading racks for 20 crude railcars, 100,000 BBL/day pipeline connection, 400-ft span bridge. Constructed in record time, below budget.
Long-Range Plan
Port Houston, TX
Stakeholder Engagement Specialist on consultant team supporting Port of Houston Authority with preparation of its 20-year comprehensive long-range plan. Plan addresses opportunities and investments in Port Houston’s facilities and operations including container terminals, multi-purpose cargo, Houston Ship Channel expansion, maintenance dredging, freight mobility, community relations, and environment.
Combined-Cycle Power Plant
Hannibal, OH
Owner’s Construction Management and Contracts Management consultant for 485-MW combined-cycle power plant with single-shaft configuration of GE 7HA.02 Gas Turbine, GE 370T041 STG, and GE 390T041 Generator. Providing services for the following packages: demolition of the decommissioned smelter plant, EPC contract for the new power plant, natural gas interconnection pipeline, and switchyard construction.
LNG Facility & Marine Terminal
Jacksonville, FL
Consultant for $110+ million LNG production plant (120,000 LNG gallons/day and 2-million LNG gallons storage capacity). Owner’s Contracts Manager, oversight of project’s Management Team, review of marine terminal layout development and design, review of key siting and design basis documents. JAX LNG is North America’s first small-scale coastal LNG facility with both truck and barge loading capabilities.
LNG Terminal Berth Upgrade
Dominican Republic
Developed concepts for strengthening the existing LNG receiving berth to accommodate larger LNG carriers. In addition, performed dynamic mooring studies and redlined existing as-built drawings. Developed detailed design for the selected strengthening concept, along with tender documents, cost estimate, and schedule. Assisted with QRH and berthing aid system replacement project. CM services during implementation.
NorthStar Frac Sand Terminal
East Fairview, ND
Contract, Engineering, and Project Management for a two-phase development and implementation of a highly automated frac sand storage and distribution facility. The facility includes railcar unloading, nine 2,500-ton silos, three truck loading bays, and related material handling systems. As a result of high automation level, the facility is one of the most efficient, safest, and reliable of its kind.
LNG Receiving Terminal
Dominican Republic
Program Manager for LNG receiving terminal. Scoped/managed siting studies. Performed navigational, marine terminal, and coastal flood and shore protection designs; numerical modeling; MetOcean data acquisition/monitoring. Managed gas pipeline/onshore facilities FEED contractor. FSRU-conversion contractor interface. Scoped/managed terminal Design-Bid-Build, LNG vaporization EPCM, and natural gas pipeline EPC.
Mixed-Use Waterfront Dev
New York, NY
Coastal Engineer, Coastal Data Acquisition, and Numerical Modeling for waterfront real estate development on East River. The River Street Master Plan includes 2.9 acres of public open space and another 3.0 acres of protected in-water access with esplanades, berms, breakwaters, marshes and wetlands to increase resilience, mitigate flooding, enhance habitats, and promote waterfront access and connectivity.
Wave & Wake Study
New York, NY
Performed comprehensive Coastal Data Acquisition program – using CAS Group’s inventory of sophisticated MetOcean data gathering equipment – to monitor and obtain accurate information of wave, current, and wake climate at a location in New York Harbor. Project also included analysis of AIS vessel traffic data to identify likely causes and frequencies of major wake events, and quantification of wake heights and periods.
Community Visioning Process
New York, NY
Public Engagement Specialist for consultant team assisting NYC Housing Authority (NYCHA) with visioning process for three public housing developments. Services included design of meetings and events, outreach support, facilitator training, and integration of input into resulting community plans. More than 900 participants informed the NextGeneration NYCHA vision of “safe, clean, and connected communities.”
Post-Disaster Recovery Plan
Nassau County, NY
Public Engagement Specialist on NY Rising reconstruction plans for five Long Island communities severely damaged by Hurricane Sandy. Collaborated with consultant team to provide rebuilding and revitalization planning support for residents, businesses, and public infrastructure and facilities. Designed three-rounds of engagement events, trained facilitators, processed input, and drafted reconstruction plans.
Post-Disaster Recovery Plan
Nashville, TN
Public Engagement and Housing Specialist for long-term recovery plan after historic flooding of the Cumberland River. Worked with community, metro-government, and project team to identify high-impact projects for stronger neighborhoods, disaster-resistant infrastructure, secure housing, and resilient economy. Designed process and events, guided outreach, trained facilitators, processed input, and drafted plans.
Hudson River Waterfront Park
New York, NY
Coastal Engineer for numerical modeling and design of revetments, artificial beaches, living shorelines, and kayak facilities as part of consultant team for new 5.65 acre waterfront park on Hudson River. Gansevoort Peninsula is solid ground (not a pier) with unique water access. New park includes sandy beach, kayak access, seating, salt marsh, habitat enhancements, sports field, and public art donated by the Whitney Museum.
Citywide Coastal Resiliency
New York, NY
Coastal Engineering, Numerical Modeling, Community Engagement, and Contracts specialists on Program Management / Construction Management consultant working with NYC’s Department of Design and Construction to implement more than $1 billion of coastal resiliency projects citywide. These projects are designed to reduce flood risk from coastal storms and sea level rise as well as improve access to parks and the waterfront.
Value Engineering
US Army Corps of Engineers
Coastal and Marine Engineering Subject Matter Expert (SME) on consultant team providing value engineering (VE) services to the US Army Corps of Engineers Vicksburg District. VE studies performed in any phase of a project including pre-planning, planning, design, construction and post-construction. Projects include flood protection, navigation, environmental restoration, dredging, and urban infrastructure.
LNG Terminal Expansion
Dominican Republic
Owner’s technical and strategic advisor. Generated scopes of work for various development stage studies in relation to optimal sizing of second tank, condition surveys of the receiving terminal, siting and debottlenecking studies, preparatory field activities, and FEED. Scope included a new tank, vaporizers, and truck loading. Supported the Project Management Team in the management of the studies and review of deliverables.
LNG Terminals Due Diligence
Gulf of Mexico
Lead technical advisor in relation to due diligence of several proposed conventional and floating natural gas liquefaction facilities. Scopes included technical due diligence, fatal flaw analysis, review of siting studies, CAPEX and OPEX review and validation, schedule review, risk assessment, constructability assessment, assessment of project management team’s structure, composition, and effectiveness.
LNG to Power Due Diligence
The Americas
Lead technical advisor for diligence of greenfield LNG-to-Power project. Reviewed technical feasibility and operability of the proposed FSRU terminal, assessed constructability of subsea gas pipeline, power plant, switchyard, and transmission line. Reviewed CAPEX and OPEX estimates, and execution schedule. Reviewed various EPC agreements. Performed risk assessment and developed an independent operability forecast.
Eastern Pipeline
Dominican Republic
Project management and construction management advisory services in relation to the implementation of a 50-kilometer long, 24-inch diameter natural gas pipeline from an LNG receiving terminal to multiple power plants in the Dominican Republic. Advised the Project Management Team in addressing technical, contractual, and schedule-related challenges. Independently monitored progress of Project.
Land Use Assessment
Unalaska, AK
Ports and Marine Subject Matter Expert (SME) for American Planning Association’s Community Planning Assistance Team (CPAT). Guided City of Unalaska on future land use plan to create opportunities for industrial expansion and supporting uses. Facilitated community engagement. Unalaska, with the Port of Dutch Harbor, is the leading fishing port in the US and an ideal location for oil exploration staging area.
