Led Port Houston's Strategic Plan Update through facilitated process with broad stakeholder engagement, setting priorities for operational excellence, sustainability, and community impact across the Houston Ship Channel.
LNG-to-Power Mega Project
Dominican Republic
Pre–FID for a DR project with 2 CCGT plants, an LNG facility, a marine terminal, and transmission line extension. Managed technical, permitting, procurement, and contract matters, plus early works and turbine procurement.
Container Terminal Expansion
Houston, TX
Performed a MetOcean study to assist the Port of Houston Authority in the development of a new container berth, known as Wharf 8, at the location of the existing cruise terminal at the southeast corner of the Bayport Terminal.
Combined-Cycle Power Plant

Owner's Construction and Contracts Management consultant for 485–MW combined-cycle plant (GE 7HA.02, STG, generator); overseeing demolition, EPC, gas interconnect pipeline, and switchyard packages.

MetOcean Data Gathering

CAS Group was retained by a client to perform a one month field data collection effort deploying three ADCPs, including two Signature series units and one Eco, to gather marine conditions data for planning and analysis.
Combined-Cycle Power Plant
Salem, MA
Program Manager for $1B, 674–MW combined–cycle plant with GE turbines, switchyard expansion, gas pipeline, and LEED admin building; led EPC oversight, contracts, claims, design reviews, outreach, and permitting.
Trucking Industry Collaborative
Houston, TX
CAS Group designed and facilitated the Houston port region's Trucking Industry Collaborative, developing a roadmap and action plan for transitioning drayage operations to clean truck technologies and alternative fuels.
Coastal Flood Modeling for Port
NJ & NY
Supported a flood risk study for critical New York City infrastructure, assessing flood exposure and mitigation measures. Simulations modeled nine water levels across nine ARI events from one–year to 500–year conditions.
Industry Engagement

Engaged Houston Ship Channel industries to define corporate social responsibility priorities and coordinated investment in neighboring port communities through the Anchored in Action community investment plan.
County Freight Study
Houston, TX
Supported technical analysis and plan development for the Harris County Freight Study to improve freight mobility, safety, and sustainability, with emphasis on origins and destinations, supply chains, and truck parking.
Greenfield Facility
Prince Rupert, BC
Performed a due diligence of a proposed greenfield logistics center located in Canada. The facility was to transload and package resin, agricultural, and pulp and wood products from rail to container for shipment overseas.
Mobility Study

Support public and stakeholder engagement for Connecting Buffalo Bayou East study, informing trail and transit district improvements for safety, access, walkability, streetscapes, amenities, and economic opportunity.
LNG Terminal Oil Boom Containment Design, DR
In anticipation of future fuel oil deliveries, CAS Group was retained to provide engineering, and to procure and install a fast-track basis a permanently deployed oil containment boom system at the marine terminal.
Citywide Truck Route Plan

Led preparation of Houston's Citywide Truck Route Plan through technical analysis and stakeholder and community input, defining strategies for safer, more efficient freight corridors and reduced neighborhood impacts.
Wave & Wake Study

Performed Coastal Data Acquisition with CAS Group's MetOcean equipment to monitor wave, current, and wake climate in New York Harbor; analyzed AIS vessel traffic to identify wake sources, frequency, heights, and periods.
Haz Mitigation & OMP

Pipeline Scour Study

Completed field and numerical studies to identify mechanisms behind a scour hole in the Harlem River above the ConEd gas pipeline. Also developed preliminary design criteria for conceptual scour protection measures.
Urban Design Guidelines

Led stakeholder engagement for Houston METRO's Transit Urban Design Guidelines. Supported plan development to shape design standards that improve safety, accessibility, sustainability, and rider experience across the system.
Platinum LEED Building
Salem, MA
Led program management for a 674–MW combined–cycle plant in Salem, overseeing EPC, permitting, contracts, stakeholder coordination, and construction of the gas lateral, switchyard, and LEED Platinum building.
Transload Facility
East Fairview, ND
CAS Group developed requirements for a client's frac sand facility in East Fairview, led EPC prequalification and contract negotiations, then served as Owner's Engineer through construction and automation.
Ammonia Export Site Screening
Texas
Performed a site screening for a marine terminal to export hydrogen as ammonia. Evaluated three Texas ports, developed conceptual layouts, ranked each site with a multi–factor matrix, and completed a risk assessment.
Packaging, Warehousing, and Logistics Facility, SC
Supported the development of its proposed packaging, warehousing, and logistics facility to support packaging and export of Polyethylene palettes. In addition, direct container loading was considered.
Distributed Power Solution
Permian Basin, Texas
Performed due diligence for a power provider in the Permian Basin. Reviewed about 50 oil-pad generators, visited sites and maintenance facilities, and assessed OPEX, CAPEX, records, and future maintenance costs.
Power Plant Intake Modification
San Cristobal, DR
Retained to perform a series of numerical modeling studies to assess the hydro dynamic condition at the intake and develop conceptual level alternatives to reduce the impact of sargassum on plant's operations.
NorthStar Transload Terminal
East Fairview, ND
Owner's Technical, Risk, and Contract Advisor pre–FID and during execution of 400–acre crude–to–rail facility; Truck unloading, storage tanks, rail, loading racks, pipeline, and bridge; delivered ahead of schedule and under budget.
Biomethane Landfill RNG Project, Whitesboro, TX
CAS Group was retained to develop an EPC agreement for implementation of a landfill RNG project in Texas. Supported the client during EPC contract negotiations and helped align terms with project execution needs.

Aviation FBO Acquisition
Sarasota, FL
Performed a fast-tracked technical due diligence in connection with the acquisition of a FBO. Main focus was assessing the validity of the CAPEX proposed by the seller in connection with the hangar expansion program.
Small Scale LNG Facility
Guadalajara, Mexico
Retained to participate in a series of meetings during which was presented in an Open Book Estimate for the design, procurement, and construction of a 100 MTD (234.5 cum/day) ssLNG terminal in Jalisco, Mexico.
LNG Terminal Fender Replacement, DR
Reviewed three vendor bids for a fender replacement, prepared clarification questions, expanded RFP requirements, and created evaluation criteria. Findings ranked all bids and supported an award recommendation.
LNG Terminal Port and Terminal Regulations Update, DR
Updated a marine terminal and port rules for a client, incorporating fuel oil delivery requirements, safe operating conditions, cargo transfer procedures, and LNG delivery rules. Facilitated 2 team workshops.
LNG Facility & Marine Terminal

Consultant for $110M+ LNG plant (120k gpd, 2M gal storage); Owner's Contracts Manager overseeing team, marine terminal design, and siting/design basis; small-scale coastal facility with truck and barge loading.
LNG Terminal Berth Upgrade

Developed concepts to strengthen LNG berth for larger carriers; mooring studies and as–built redlines; advanced detailed design, tender docs, cost, and schedule; supported QRH, berthing aids, and CM during implementation.
NorthStar Frac Sand Terminal
East Fairview, ND
Led contracts, engineering, and PM for a two-phase automated frac sand facility: railcar unloading, nine 2,500–ton silos, three truck bays, and handling systems; delivering high efficiency, safety, and reliability.
LNG Receiving Terminal
Dominican Republic
Program Manager for this LNG terminal; led siting, marine/coastal design, modeling, and MetOcean; also managed FEED, FSRU conversion, DBB terminal, LNG vaporization EPCM, and gas pipeline EPC services.
Mixed–Use Waterfront Dev

Coastal Engineer for East River waterfront project; led data acquisition and modeling for River Street Master Plan with open space, in-water access, esplanades, berms, breakwaters, and wetlands to boost resilience and access.
Breakwater Inspection
Australia
Inspected four coastal protection structures at Rio Tinto's Dampier terminal and assessed their overall condition and effectiveness. Findings on the causeway and revetments were summarized and submitted to Rio Tinto.
Marine Terminal and Storage Expansion, Port Arthur, TX
Retained to develop a new marine terminal at Texaco Island, Port Arthur along with incremental storage refinery. Scope included site visit, conceptual development, and preparation of pre–FEED scope of work.
LNG Terminal Second Gangway
Dominican Republic
CAS Group advised the client in the Dominican Republic, to assess the facility, oversee studies for a second tank and fourth regasification train, and support EPC oversight for a gas line for the terminal.
Aviation Hangar
Chicago, IL
Performed technical due diligence for a proposed airport hangar expansion. Oversaw an independent Class 5 estimate, drafted the EPC contract, and supported negotiations for project implementation of the hangar.
Due Diligence of Compressed Natural Gas Station, FL
Performed a targeted Phase 1 Due Diligence effort of a Compressed Natural Gas (CNG) fueling stations. Scope included a site visit, review of O&M records and costs, SOPs, and a technical assessment of the facilities.
Methyl Methacrylate Loading Barge Terminal, AR
The development concept for proposed Chemical Terminal involves barging methyl methacrylate to a new receiving and storage terminal. Consisted of a new barge dock and a storage and distribution terminal.

Retained to determine the base flood elevations for a U.S. State Department facility, in East Timor, by analyzing offshore wave climate, storm surge, and extreme swell, as well as wave runup along the Savu Sea coast.

Performed detailed design and the bid package for reinforcement of breasting and mooring dolphins, replacement of Quick Release Hooks, and repair of catwalks and trestle at LNG receiving terminal.
